Theresa Züger

Theresa Züger’s research explores the political dimensions of digital technologies and cultures, with a focus on how they relate to democratic theory. As head of the Alexander von Humboldt Institute for Internet and Society, Public Interest AI programme and AI & Society Lab, Theresa directs work that sits at the intersection of academia, industry and civil society by focusing on how AI can serve the public interest and which technical and social criteria must be fulfilled for this to happen.

Prior to joining HIIG, Theresa headed the office of the Third Engagement Report for the German government and developed and managed the Media Policy Lab, a project on science networking in the field of intermediary regulation. She regularly consults and speaks on topics relating to digital technology and society. Her PhD research provided ground for her work on security politics and cultural practices and addressed the topic of disobedience, particularly the choices and principles behind digitally disobedient action and their potential for new forms of democratic engagement.
